Access to a secure and unlimited (for national applications) supply of Canadian milk through an allocation credit, enabling dairy processors to produce innovative dairy products and increase overall demand for milk. For butter and butter oil intended for further processing, applicants may also be entitled to specific Special Milk Class Permit Program pricing.

Other Criteria: Applicant must be a licensed dairy processor (federally for national applications, provincially for provincial applications), or have submitted an application for licensing., Product must be wholly or essentially made with milk., Product cannot contain any imported dairy ingredients., Product must introduce new or innovative factors to the Canadian marketplace (for national applications) or to the provincial marketplace (for provincial applications)., The introduction of the product must lead to an increase in the net demand for Canadian milk., For butter and butter oil applications: must submit a market impact study demonstrating unique features, intended distribution channel, and expected market growth., Products not produced in Canada for a period of two years could be considered.
