Funding for shovel-ready projects to improve household access to high-speed Internet in rural and remote areas as quickly as possible. The program specifically targeted immediate connectivity needs during the COVID-19 pandemic.

Other Criteria: Not-for-profit organization, For-profit corporation incorporated in Canada, Canadian provincial, territorial or municipal entity, Band Council, Indigenous government authority, Non-federal public sector body, Partnership of any of the listed entities, Ability to develop broadband networks quickly, Projects must be shovel-ready, Projects must have a big impact on rural and remote areas where Internet service speeds have not yet reached 50/10 Mbps, Organizations needed public funding support to deploy new or scale up ongoing broadband projects, Projects that expand or upgrade existing broadband infrastructure were eligible (activities already underway were not eligible unless part of expansion/upgrade), Project must have had equipment, materials, human resources, dependencies, plans and remaining funds secured for very short-term deployment, Access to third party passive infrastructure, if necessary, must have been secured or imminently approved, New spectrum license, if necessary, must have been secured or imminently approved, All municipal permits must have been obtained or evidence of imminent approval provided
