Skilled foreign workers for Quebec companies
Allows Canadian employers in Quebec to hire temporary foreign workers to fill job vacancies when qualified Canadians or permanent residents are unavailable, with specific provincial requirements and processes including the option for unnamed LMIA applications through the ARRIMA platform.

Other Criteria: Canadian employers who are unable to find qualified Canadian citizens or permanent residents to fill temporary job vacancies., Employers must meet the Labour Market Impact Assessment (LMIA) requirements, unless specific exemptions apply., For positions in Quebec with an employment period of more than 30 consecutive days, LMIA applications must be submitted simultaneously to Service Canada and the Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI). All MIFI applications must be in French and submitted in the format required by the provincial government., Employers may be exempt from the LMIA process if hiring a Temporary Foreign Worker (TFW) who has a valid work permit, holds a skilled worker Certificate of Selection in Quebec (CSQ), resides in Quebec, and has applied for permanent residency under the Quebec Skilled Worker class, and meets specific conditions (extending/renewing with current/new employer, or a foreign student with a post-graduation work permit and job offer in Quebec, or an IEC participant extending/renewing)., Certain occupations are prioritized in Quebec, and some of these are exempt from minimum recruitment requirements (list of NOC codes provided)., Temporary exemption from minimum advertising requirements applies to certain TEER 5 occupations until February 23, 2025, and for primary agriculture until December 31, 2025.
