Support for SMEs affected by tariffs
Helps small and medium-sized businesses in Quebec affected by tariffs pay for projects that boost productivity and competitiveness. Provides up to $1 million for eligible projects.
Provides non-repayable and repayable funding through two streams: Liquidity Assistance (up to $2 million, non-repayable, for short-term operational costs and employment retention, up to 50% of eligible costs or 50% of payroll) and Pivot Projects (up to $1 million non-repayable for projects with local benefits, or over $1 million repayable for larger transformative projects, up to 50% and 75% of eligible costs respectively). Repayable contributions are interest-free. Businesses can apply for both, with a combined non-repayable maximum of $3 million and an overall total program maximum of $20 million. The program aims to help tariff-impacted businesses address liquidity pressures, strengthen competitiveness, diversify markets, and build resilience against global trade disruptions.

Other Criteria: incorporated for-profit business, viable prior to March 21, 2025 (businesses established after this date may be considered on a case-by-case basis if they can show adverse tariff effects since RTRI launch), demonstrate direct or indirect impact from ongoing trade disruptions/tariffs (e.g., operating in a Section 232/338 impacted sector, 25%+ revenue from goods exported to the U.S., significant cost increases due to tariffs, supply chain disruption, or loss of revenue/customers), not-for-profit organizations whose primary focus is to support businesses are eligible (but not for liquidity support), commit to maintaining operations and employment in Canada (for liquidity support), existing RTRI recipients may be eligible for new liquidity support beginning no earlier than August 22, 2026, for up to 12 months, provided there is no duplication of funding
